Today is works-for-me-Wednesday backwards and since I have more questions than answers, this is definitely the day for my questions:
1) Since I cannot change where I live in order to have the best garage sale ever...do you have any tips for having a successful garage sale?
2) Do you have any tips for dates with little to no budget? I mean even the kind where you want to conserve on gas so going for a drive is out of the question? Want to keep the spark alive but I'm running out of ideas and movie night at home or picnic on the floor in the living room is getting a little bit old.

Garage sales depend on how you drive the people to come. Placing an ad in the paper helps, or online. Putting up flyers at libraries and grocery stores can hlep as well. Make sure you have more signs out than you think you need, so people don't get confused about the location and giveup. Be willing to deal on EVERYTHING you are selling.
Low budget dates are fun. Plan a dinner at home, but pull out all the stops. Candles, nice table settings etc. This changes the atmosphere of the room. Taking a walk at dusk is always nice as well. Holding hands while talking is a great way to keep things open. You can even plan a picnic, and walk to the near park.

For the garage sale, try putting a free ad on craigslist.org, if there's a location near you. Guaranteed to bring traffic! For cheap dates, my hubbie and I do the coffee shop or ice cream route - spend $6 or so and just hang out. That's about as much as we do. =)
Craigslist and grocery store boards are great ideas. You also need to make sure you're seriously about this garage sale and take out an ad in the paper. Our big newspaper costs $20 so if I weren't selling much of worth then it wouldn't be worth it. But, its better to do it every other year and have lots of stuff than do it frequently with low traffic, etc and not make as much. Putting it in the paper with words that list your big items is a huge factor to make money. We've made $1000 twice last summer and it still blows my mind but putting ads in the paper and having lots of stuff to sell is key. Good luck.
I can't help with the garage sale, but my husband and I like to go to the bookstore together. We each find things to browse, then sit down together to look at them. When we were dating we read books of comic strips, like The Far Side or Calvin and Hobbes.
I've heard of having a picnic under the stars in your back yard. Or having a "theme night" for dinner and a movie--Italian food and The Godfather, for example.
Date Night Suggestion:
Find friends willing to participate in "reciprocal babysitting" network. Develop a system that works for you. Basically you take turns babysitting children for free and in turn they watch your children. If necessary, set limits so that you are not taken advantage of...ie. length of childcare can not last longer than 3 hours, parent must provide dinner for the children, etc).
Once you have your children in good hands (and free hands!) find something you enjoy doing together. My husband and I often end up grabbing coffee and browsing at the bookstore. It doesn't cost anything and we are free from the distraction of our children.
A free listing on Craigslist is a great idea for sales, and putting neon signs at the nearest main road and along the way with your address (in BIG letters) and arrows really helps!
For date night ideas, you two can probably come up with your favorite ideas of things to do by making a list of favorites you did when you were first dating. Add to that things you've always wanted to do, and then look to the list. If you check your paper or local schools, you might find some free/cheap events like plays, festivals and little known annual events. Something really funny is to pretend you're a tourist in your town, and take pictures! :) Go see some areas you've never explored. Find out if there are any neat trails, lakes or other sights nearby. If you like to camp, borrow a tent and spend a weekend at a campsite. I know it sounds dull, but bookstores really are fun.
